As a general rule of thumb if you have shorter legs (therefore a longer body) for your height go for the larger frame to take advantage of the longer top tube length, then fit a slightly shorter stem to compensate.
On the other hand if you have longer legs (therefore a shorter body) for your height go for the smaller frame to take advantage of the shorter top tube length, then fit a slightly longer stem to compensate.
If you feel that your legs are in proportion to body size then I recommend going for either frame based on preference, however still amend the stem length to ensure that the bars are not too far away or close to you.
